This Southcoast snowstorm turned out to be a bust.  When should school superintendents decide to close schools?

I'm  not sure when closing schools the night before became a "thing".  I do remember schools closing once or twice the night before...but it was only for "no brainer" blockbuster storms.

It seems now that closing schools the night before has become the norm. While it is understandably convenient for parents to have the extra time to make child care plans, would it be beneficial to wait til the morning to make sure snow actually arrives?  Particularly for an iffy storm toward the end of March?
