The investigation is complete into allegations a city councillor made against the former mayor of Fall River.

Special Prosecutor William Connolly was appointed to the case after City Councillor Jasiel Correia claimed former Mayor William Flanagan threatened him by displaying a gun during a late night meeting last August. At that time, petitioners were lobbying for a recall of the Mayor, with Councillor Correia signing the petition two days before his meeting with Flanagan.

In the 62-page report on the investigation, Prosecutor Connolly concluded that while it is apparent Flanagan tried to intimidate Councillor Correia with a firearm, there is insufficient evidence to file charges against Flanagan.
