ROCHESTER - Two severely malnourished dogs have been rescued from a home in Rochester, and a man has been charged with their neglect.

Rochester Police say an alert utility worker reported seeing the two dogs in a home on New Bedford Road on Wednesday.

Police and Animal Control officers responded to the home and found the dogs, "Ace" and "Bentley," locked inside. Police say the conditions of the house were extremely unsanitary, and the foul odor of animal urine and feces could be detected from the driveway.

Aside from the dogs, the home appeared to be vacant, and was not stocked with food or water for the animals.

The occupant of the house, Tyrone Mendes, 33, was located and charged with two counts of animal cruelty and two counts of failing to license a dog.

Police have taken custody of the dogs with animal control officers bringing the dogs for immediate medical treatment.
