NEW BEDFORD — One of two men found dead or dying near the New Bedford hurricane barrier on Sunday has been identified as 39-year-old city man Jose Arroyo.

The Bristol County District Attorney's Office said New Bedford police and emergency medical services responded to the access road to the barrier just after 7:11 a.m. Sunday.

They arrived to find two men lying on the ground around 20 feet from each other, and near a shopping cart full of bags and clothes, a tote bag with various items, and a fishing pole.

One man — whose identity is not being released pending notification of his next of kin — was found dead at the scene.

The second man, now identified as Arroyo, was taken to St. Luke's Hospital, where he was pronounced dead a short time afterwards.

The investigation is ongoing, and no foul play is suspected, according to the D.A.'s office.
