Maura Healey’s New Healthcare Plan Ignites Sharp Rebuke From GOP Challenger Brian Shortsleeve

Brian Shortsleeve, one of two Republican candidates for governor of Massachusetts, is criticizing incumbent Democrat Maura Healey's recently announced healthcare affordability plan. He argues that Healey's new plan contradicts a proposal she introduced just two years ago.

The Details Behind Governor Healey's New Healthcare Roadmap

Healey announced on Monday that she'd signed an executive order "directing MassHealth to increase its investments in primary care to 12 percent of total medical spending by the end of 2028."

According to her official website, Healey "announced the recommendations of her Healthcare Affordability Working Group to lower healthcare system costs across Massachusetts to help patients, families, providers, and businesses."

"The 12 recommendations provide a roadmap to target some of the biggest drivers of healthcare costs, including out-of-network charges, prescription drug prices, workforce shortages, barriers to primary care, administrative costs, and preventative hospitalizations," the website said.

Looking Back at Past Battles Over Prescription Drug Costs

In an email statement, Shortsleeve said, "Governor Healey wants voters to believe she's suddenly focused on lowering prescription drug costs, but just two years ago she proposed taxing those very same medications."

Shortsleeve Hits Healey's Massachusetts Healthcare Affordability Plan

"That's the difference between election-year Maura Healey and governing-year Maura Healey," Shortsleeve said.

The leadership rejected Healey's prescription tax proposal.

State House News Service reported in March 2025: "The House Democrats redrafting Gov. Maura Healey's budget won't adopt her plan to add new taxes on prescription drugs, House Speaker Ron Mariano said Wednesday."

"Healey's budget sought new revenue from prescription drug manufacturers for excessive price increases," according to SHNS. The administration estimated it could generate $60 million in revenue for the state.

Massachusetts Fiscal Alliance stated in February 2025 that Healey's prescription tax proposal "will hurt consumers to pay for migrant-driven MassHealth costs."

Healey on Healthcare Costs

In a statement on her website, Healey said, "The cost of healthcare is putting too much pressure on families, employers, and our entire healthcare system."

"These recommendations give us a roadmap to lower costs, strengthen our workforce and make sure people can continue getting the high-quality care they deserve," she said.

Shortsleeve said, "Health insurance premiums have skyrocketed under her (Healey) watch with double-digit increases approved for both 2026 and 2027."

Where the Republican Primary Field Stands on Healthcare

Shortsleeve faces Mike Minogue in the September 1, 2026 primary election for the right to challenge Healey in the general election on November 3, 2026.

Minogue recently released his own version of a healthcare plan. Shortsleeve has yet to release a detailed healthcare plan, but a campaign spokesperson says a plan is forthcoming.
