Miley Cyrus is good at grabbing headlines these days, but who is number one on the Billboard "21 under 21" list? Try One Direction. The band is at the top of the list for 2013.
The magazine web site says 1D is number 1 because they've become "an inescapable pop phenomenon that's hot enough to incinerate any obstacle in its universe...
