Billboard Announces ’21 Under 21′ List

Miley Cyrus is good at grabbing headlines these days, but who is number one on the Billboard "21 under 21" list?   Try One Direction.  The band is at the top of the list for 2013.

The magazine web site says 1D is number 1 because they've become "an inescapable pop phenomenon that's hot enough to incinerate any obstacle  in its universe."  They mention the band's 2012 album "Up all Night" as well as they concert documentary, "This is It."  

Justin Bieber ranks second this year, and Miley Cyrus comes in at number 3.   Also on the list of music's most powerful minors is Ariana Grande at number 4,  Cody Simpson at number 9, and Cher Lloyd take the number 11 spot.
