Should Homeowners Be Fined For Tall Grass?

There is town in Rhode Island that now is fining homeowners for tall grass on thier property. The fine is actually on the form of a lien on the property, and can be issued if the grass grows beyond a foot.

After being notified, property owners in Coventry then have 10 days to mow the grass. If they don’t, the town may send an  employee to mow it, then place a lien on the property for the cost of the work.

Is this fair, I was thinking about it and the only time i think it would bother me is if it was the house next to mine. Unkept property makes the home look abandoned  to me. Whats your thoughts?
