Cats In A Restaurant

I saw something today that I've never seen before. We were shopping at the Burlington Mall, when we decided to grab a burger for lunch. Inside what looked to be a modified baby stroller was a cat! This sparks a number of questions.

1. Why would the restaurant allow this?
2. Why would anyone WANT to bring their cat to a restaurant?
3. Does the cat enjoy being in there? Or would it rather be at home relaxing?
4. Has anyone ever seen a cat at a restaurant before?
