BOSTON — Boston Cardinal Sean O'Malley says the Roman Catholic Church is ashamed by the failures to protect children outlined in a Pennsylvania grand jury report.

He says while many of the perpetrators have been held accountable in one way or another, there is still no transparent system of accountability and consequence for Church leaders whose failures have allowed the crimes to happen.

O'Malley warns the clock is ticking to make changes.

He says Catholics have lost patience and civil society has lost confidence in Church leadership.
